To promote the reform of the national investment management system, enhance investment efficiency, and achieve scientific, professional and modern engineering construction, the Ministry of Electronics Industry of the People's Republic of China established three directly affiliated engineering companies in Beijing, Wuxi and Hangzhou, mainly responsible for the engineering construction management tasks within the Ministry of Electronics Industry system. As one of them, Hangzhou Engineering Construction Contracting Company, the predecessor of Jiangnan Management, emerged.

The company was the first in China to implement the engineering general contracting construction model with management as the main body in engineering construction, and has successively completed large-scale industrial engineering projects such as the Shaanxi Xianyang Color Picture Tube General Factory and the Foshan Color Picture Tube Factory.

The state issued the "Notice on Carrying Out Construction Supervision Work", launching a pilot program for construction supervision. Hangzhou Engineering Construction Contracting Company became one of the first batch of pilot units for supervision institutions in the country. Afterwards, the company was renamed Jiangnan Electronic Engineering Company.

With the approval of the Ministry of Construction, the company has become one of the first batch of Class A supervision units in the country, capable of undertaking various types of engineering supervision business across regions and departments.

The Ministry of Construction has promulgated the "Regulations on Engineering Construction Supervision", marking the full-scale implementation of engineering construction supervision. Three senior engineers of the company, Ji Guanghui, Xu Yupeng and Ding Zhengying, have become the first batch of national registered supervision engineers in the country, and the company's construction supervision engineer team has thus begun to be formed.

The company was renamed "Hangzhou Jiangnan Engineering Construction Company". Relying on its background as a directly affiliated enterprise of the Ministry of Electronics Industry and its technical strength, it began to undertake electromechanical projects for expressways. In the same year, it was awarded the title of "National Advanced Unit in Construction Management" by the Ministry of Construction.

To highlight the professional supervision brand, the company officially established "Zhejiang Jiangnan Engineering Construction Supervision Co., LTD."

In order to better cope with the increasingly fierce market competition and seize the favorable opportunity of the development of the construction market, the company submitted a request for overall restructuring to China Electronics Corporation and received approval.

Taking the opportunity of undertaking the venue of the 10th National Games - Nanjing Olympic Sports Center, the company officially expanded into the national market. At the same time, sports venue engineering supervision and project management became the company's brand business, enjoying a high reputation throughout the country.

The enterprise restructuring was successfully completed, a market-oriented operation mechanism was established, and the development vitality of the enterprise was fully stimulated.

Taking the opportunity of undertaking the agency construction of the Party School of the Guangxi Zhuang Autonomous Region Committee, we have carried out project management and agency construction business across the country, embarking on the path of transformation and upgrading.

The company held the Taihu Conference and determined the strategic guideline of taking engineering supervision as the main business, implementing diversification of related specialties and the development of branches. The company has entered a period of rapid development.

The agency construction system has been implemented across the country. Our company has obtained the "agency construction qualification" in Zhejiang Province, becoming one of the first enterprises in the province to obtain this qualification, thus seizing the initiative for the strategic transformation and upgrading of the enterprise.

The company established the "Jiangnan Supervision Training College", which trains over 1,100 people annually and has become a cradle for cultivating outstanding talents in the company.

The company undertook the project management of the Shenyang Olympic Sports Center, a sub-venue of the 2008 Beijing Olympics. It pioneered the "project management + engineering supervision" model nationwide, which was highly praised by FIFA and the Beijing Organizing Committee for the Olympic Games. The main page of People's Daily extensively reported on the miracle of Jiangnan's management in the construction of Olympic venues in history.

To highlight the development orientation of project management in engineering, the company was renamed "Zhejiang Jiangnan Engineering Management Co., LTD." and established a project management division, focusing on cultivating project management and project agency construction business.

The company has taken on overseas projects such as the Luanda Stadium in Angola and the Benguela Stadium, marking that the company's engineering management services have officially gone global and reached overseas markets.

The company has obtained the comprehensive qualification for engineering supervision, becoming the only supervision enterprise in Zhejiang Province and one of the first batch in the country to obtain the comprehensive qualification for engineering supervision.

The company's learning system construction management consulting project has officially kicked off, inviting experts from Shenzhen Dewei Management Consulting Co., Ltd. to enter the company and carry out management consulting work.

The new-generation company OA office platform integrating administrative management, information and technical resource sharing has passed the acceptance inspection and has been officially put into operation throughout the company, significantly enhancing work efficiency.

The Ministry of Housing and Urban-Rural Development released the 2013 Statistical Bulletin on Construction Project Supervision. The group's ranking among the top 100 enterprises in terms of engineering supervision revenue rose to the third place for the first time.

The group was commended by the Ministry of Housing and Urban-Rural Development of China and was awarded the title of "Outstanding Enterprise in National Engineering Quality and Safety Management" with the top score among the five supervision enterprises.

During the selection period of 2014-2015, the group won 10 Luban Award projects, the highest number of awards among enterprises in the same industry.

To accelerate the construction of a learning organization, the group has renamed "Jiangnan Continuing Education College" to "Jiangnan Management College", and has launched training activities covering employees at all levels of the enterprise, such as high-potential employee training, cornerstone training camps, evergreen vines, and consulting project manager training. The business of full-process engineering consulting is booming, with the contract value accounting for nearly half of the group's total business. The full-process engineering consulting model was first introduced in provinces such as Shenzhen, Zhejiang, Guangxi, Shandong, Hubei, Henan and Anhui.
